Divjot Bawa

Technology Fellow, CAS Strategies, LLC

Divjot is a technology and national security professional, serving as a Technology Fellow at CAS Strategies. He is also a current Presidential Management Fellow at the Cybersecurity and Infrastructure Security Agency, serving as Strategic Advisor to the Chief AI Officer. 

 With half a decade of experience as a public servant in the federal government, he has applied his technical and policy skillsets in various roles working alongside senior decision makers at the White House, State Department, Office of the Director of National Intelligence, and Department of Homeland Security. Championing digital resilience and inclusivity, Divjot’s professional and research experiences have led him to shape and implement national digital security and emerging technology policy initiatives including critical infrastructure, resilience, open-source software security, artificial intelligence evaluations, and cyber workforce development.

Divjot is a proud double Hoya, holding a Master of Arts in Security Studies and a Bachelor of Science with a focus on Computer Science and International Relations from Georgetown University. He is the co-founder of ‘Kaur and Singh: A Debate Show’, an internationally televised youth debate show, and has been recognized as a Presidential Management Fellow, CyberCorps Scholar, Responsible AI Network Fellow, and Pelosi Scholar.

Anne Bouverot

Special Envoy of the President of the French Republic to the AI Action Summit

Throughout her career, she has held leading positions in international structures. In turn the general director of GSMA, the global association of mobile operators, then president of the technology company Morpho, Anne Bouverot is comfortable in technological and international environments. AnneBouverot is also known for her experience as an independent company director. She has been Chairman of the Board of Directors of Cellnex, Europe's leading telecommunications infrastructure operator, since March 2023, after having been a member of the Board of Directors (since 2018). In February 2023, she became President of Séries Mania, the largest event dedicated solely to TV and streaming series in Europe. She joined the board of directors of Ledger, a unicorn and member of the Next 40, in 2019, and she has been a Senior Advisor at TowerBrook Capital Partner since 2018. She served as Chairman of the Board of Directors of Technicolor CreativeStudios, a company specializing in visual effects and animation services for entertainment, media and advertising (2019–2024), member of the Board of Directors of Edenred (2010–2021) and Capgemini (2013–2021).

Camille Stewart Gloster

CEO and Principal, CAS Strategies, LLC

Camille Stewart Gloster is a strategist, attorney, and executive with expertise in technology, cybersecurity, and national security. She has held significant roles at the White House and Google, where she built cybersecurity, privacy, and emerging technology programs for both government and private sector organizations. As the first Deputy National Cyber Director for Technology & Ecosystem at the White House, Camille advised the President and led national efforts on technology security, supply chain security, and cyber workforce development.

At the White House, she played a key role in the 2023 National Cyber Workforce and Education Strategy, the National Cybersecurity Strategy, and A.I. and Data Security Executive Orders. Prior to this, she served as Google’s Global Head of Product Security Strategy and led election integrity efforts for Google Play and Android. Camille also contributed to encryption and technical policy as a Senior Policy Advisor for Cyber, Infrastructure & Resilience at the U.S. Department of Homeland Security.

Camille is a life member of the Council on Foreign Relations and co-founded the #ShareTheMicInCyber movement, advocating for diversity in the cybersecurity and national security fields. Her work has earned recognition from Business Insider, Microsoft, and CyberScoop as a leader in AI and cybersecurity.Bio

Chinasa T. Okolo, Ph.D.

Fellow, Center for Technology Innovation (CTI)Governance Studies, The Brookings Institution

Chinasa T. Okolo, Ph.D., is an internationally recognized researcher, strategist, and policy advisor on AI governance in the Global South. Dr. Okolo is a Fellow at the Brookings Institution and a recent Computer Science Ph.D. graduate from Cornell University. Her research examines how African governments can facilitate effective AI and data governance, investigates the socioeconomic impact of data work in the Global South, and analyzes datafication and algorithmic marginalization in Africa. Dr. Okolo advises numerous multilateral institutions, national governments, corporations, and nonprofits on issues related to AI, digital inclusion, and socioeconomic development.

Dr. Okolo also serves as a Drafting Member of the Nigerian National AI Strategy, a Consulting Expert to the African Union AI Continental Strategy, an Expert Contributing Writer to the International Scientific Report on the Safety of Advanced AI, and the Editor-in-Chief of ACM SIGCAS Computers and Society. Dr. Okolo has been featured in TechCrunch and provided commentary to leading platforms such as the MIT Technology Review, New York Times, VICE, Scientific American, and The Washington Post. Dr. Okolo was recently named as one of the world’s most influential people in AI by TIME and her research has also been covered widely in media outlets and published at top-tier venues in human-computer interaction and sociotechnical computing.

Trisha Ray

Associate Director and Resident Fellow, GeoTech Center, Atlantic Council

Trisha Ray is an associate director and resident fellow at the Atlantic Council’s GeoTech Center, where she is the lead for AI Connect, a collaboration with the Bureau of Cyberspace and Digital Policy at the US State Department. Her research lies at the intersection of geopolitical and security trends in relation to emerging technologies. Prior to this, Ray was Deputy Director and Fellow at the Center for Security, Strategy and Technology at the Observer Research Foundation in India. Ray completed her MA in security studies from the Walsh School of Foreign Service at Georgetown University. 

Ana Rold

CEO and Founder, Diplomatic Courier & World in 2050

Ana C. Rold is an award-winning media executive and entrepreneur, best known as the Founder of Diplomatic Courier, a leading media network serving top diplomats in Washington, D.C., New York, Brussels, Geneva, and other global capitals. She also founded the think tank World in 2050, which brings together stakeholders from the public and private sectors to explore and address key global megatrends through summits, reports, and media.

From 2006 to 2021, Ana taught Comparative Politics at Northeastern University, where she also led international programs in Cyprus and Egypt. Her passion for women’s global issues led her to serve as a mentor for the First Lady Laura Bush’s Women’s Initiative and as a member of the Women’s Democracy Network Advisory Council. Through her work with the USAID-funded Pakistan-Afghan Women’s Forum for Peace and Democracy, Ana facilitated meetings, led negotiation training, and published policy briefs on women, peace, and security.

A recipient of the 2018 AWIU Internationalism Award, Ana has been recognized for her advocacy on behalf of women worldwide. She serves on the boards of the Smithsonian Science Education Center and the Learning Economy Foundation and is a member of the National Press Club. Ana holds a Master’s in International Peace and Conflict Resolution from American University and speaks five languages.

H.E. Ambassador Philip Thigo, MBS

Special Envoy for Technology for the Republic of Kenya

Founding Director for Africa, Thunderbird School for Global Management, Arizona State University

H.E. Ambassador Philip Thigo, MBS, is a leading technology and public policy expert, currently serving as the Special Envoy for Technology for the Republic of Kenya and the founding director for Africa at Thunderbird School of Global Management at Arizona State University.

Recognized for his influence in digital governance, Amb. Thigo was named one of the World’s 100 Most Influential People in Digital Government by Apolitical in 2018 and among Africa’s Top 100 Most Influential Leaders in Technology by Africa Com in 2023. He serves on the United Nations Secretary-General's High-Level Advisory Board on Artificial Intelligence and received the Mozilla RISE25 Award for ethical AI advocacy in 2024. He was also awarded the Moran of the Order of the Burning Spear (M.B.S) for distinguished service to Kenya.

Amb. Thigo collaborates with the World Economic Forum and the African Union on women’s economic empowerment and serves on multiple boards, including Digital Earth Africa and NASA's EO4SDGs. He has co-authored reports with the WEF and contributed to international publications, with previous leadership roles across Africa, MENA, and Latin America focused on civic tech and citizen engagement.

Louisa Tomar

Director of the Center for Digital Economy and Governance, Center for International Private Enterprise (CIPE)

Louisa Tomar is the Director of the Center for Digital Economy and Governance at the Center for International Private Enterprise (CIPE). Louisa oversees cross-regional programs at the intersection of democracy, technology and markets, and strategies for countering the rise of techno-authoritarianism. CIPE’s digital democracy portfolio supports business advocacy on democratic and inclusive digital transformation and develops resources to strengthen digital skills, security, and inclusion. Louisa has supported partner activities in Colombia, Ethiopia, Indonesia, Morocco, Slovakia, and beyond. She has published and spoken around the world on the impact of digital transformation, AI and emerging technologies have on democracies and business communities in emerging markets.

Prior to joining CIPE, Louisa consulted for the Inter-American Development Bank (IDB) where she co-authored a policy guide on the use of big data to improve public service delivery in Latin America and the Caribbean. She spent her early career working in microfinance at FINCA International, Inc. She holds a master’s degree in Development Management from the London School of Economics and Political Science (LSE) and a bachelor’s degree in Political Science from the University of Maryland, College Park.

Martin Tisné

Public Interest Envoy to the French AI Action Summit, CEO of the AI Collaborative

Martin Tisné is Thematic Envoy to the AI Action Summit, in charge of all deliverables related to Public Interest AI. He also leads the AI Collaborative, an initiative of The Omidyar Group created to help regulate artificial intelligence based on democratic values and principles and ensure the public has a voice in that regulation.

Martin brings over 15 years of investment and leadership experience to his role, including advising several heads of state on AI policy, serving as a board member of the Partnership on AI, and helping establish two multi-stakeholder initiatives and three NGOs.

He founded the Open Government Partnership (OGP) alongside the Obama White House and helped OGP grow to a 70+ country initiative. He also initiated the International Open Data Charter, the G7 Open Data Charter, and the G20’s commitment to open data principles. Additionally, Martin founded and led the Transparency and Accountability Initiative, a donor collaborative bringing together the world’s largest open government funders, co-founded Publish What You Fund, a global campaign for foreign aid transparency, and co-founded Integrity Watch Afghanistan, the country’s leading anti-corruption NGO.

As a philanthropic entrepreneur, Martin helped set up AINow, the Ethics & Governance of AI Fund, the AWO agency, Digital Action, and Reset amongst other initiatives.

Before his appointment as CEO of the AI Collaborative in September 2023, Martin was vice president of the global philanthropic organisation Luminate, leading efforts to address global digital threats to democracy through policy change, campaigns, partnerships, and litigation.

Aubra Anthony

Senior Fellow, Technology and International Affairs Program, Carnegie Endowment for International Peace

Aubra Anthony is a senior fellow in the Technology and International Affairs Program at Carnegie, focusing on the human impacts of digital technology in emerging markets. Her work aims to make technology development more inclusive, rights-respecting, and secure.

Before Carnegie, Aubra led strategy and research at the U.S. Agency for International Development (USAID), where she developed the agency’s first Digital Strategy and AI Action Plan. She led research on responsible use of emerging technologies, engaging over 100 colleagues from 19 offices and 25 USAID missions worldwide. Aubra has spoken on technology ethics and inclusion at various international forums, including the UN AI for Global Good Summit and Georgetown Law.

She chaired the International Development Innovation Alliance’s Emerging Technology Working Group and serves on the AI for the Planet Advisory Board and the Expert Advisory Committee for the Global Index on Responsible AI. Aubra holds a PhD in physics from the University of Texas at Austin and has extensive experience in data analysis and technology policy, including her time as a Hatfield Scholar researching privacy and surveillance.

Iria Puyosa

Senior Research Fellow, Democracy+Tech Initiative, Atlantic Council

Iria Puyosa is a Senior Research Fellow at the Atlantic Council’s Democracy+Tech Initiative. She specializes in the complex interplay between technology and political dynamics.

Puyosa is studying the tech policy environment in Sub-Saharan Africa. This research aims to understand the region's unique challenges and opportunities in navigating the digital age. By providing insights into the potential impacts of technology on development and human rights, Puyosa’s work intends to contribute to developing effective and inclusive digital policies.

Through her work, Puyosa has highlighted the need for international cooperation and advocacy to protect human rights and promote digital freedom worldwide. She is also investigating emerging trends in digital surveillance, such as digital identity, command centers, and data integration.

Puyosa holds a PhD from the University of Michigan and a master’s in communication from the Andres Bello Catholic University in Venezuela. She was previously an associate professor at the College of Social Sciences at the Central University of Venezuela and a visiting professor at the Center of Latin American Studies at Brown University. Additionally, Puyosa has chaired the Section on Venezuelan Studies in the Latin American Studies Association.
